What is the Manitoba Provincial Nominee Program (MPNP)?

Like other province in Canada (except Quebec), Manitoba has a special agreement with the Immigration, Refugees & Citizenship Canada (IRCC) that allows them to select immigrants with skills and experience that are targeted by the province for permanent resident status in the province, and this immigration program is known as Manitoba Provincial Nominee Program (MPNP).

The main of the program is to be flexible to the province’s labour market demands and economic priorities. The requirements of the labour market are communicated through a regularly updated occupation in-demands list.  Province of Manitoba also invites exploratory visits from francophones skilled immigrants that are aimed to help integrate into the province more quickly on a permanent basis.

What are the different categories under MPNP?

Here, we will discuss the various categories that are under MPNP and the minimum requirements to apply for a provincial nomination through those streams.

Skilled Worker in Manitoba Stream

This stream is based to meet the demands of the specific needs of provincial employers. Priority is given to the immigrants with a strong connection to Manitoba. There are two pathways under this category:

 

Manitoba Work Experience Pathway

Following are the requirements to be eligible to apply under this pathway:

Work Experience in Manitoba or Current Employment in Manitoba –

  • Temporary Foreign Workers (TFWs) and International Students: Manitoba graduates must have worked a minimum of 6 months in the province in an Occupation in-demand

OR

  • International Students: Need to have a minimum of 12 months of work experience in a Manitoba’s Occupation in-demand

OR

  • TFWs with work experience of at least 12 months in the province with an LMIA-supported or LMIA work permit

OR

  • International Students: With work experience in an occupation that is not in-demand in the province with a minimum of 12 months
Additional Employment Requirements
  • Must be living and/or working in the province at the time of application
  • Must have a long-term, full-time job offer that must meet the province’s employment and wage standards
  • Position offered must not be home-based, part-time, temporary, seasonal or commission-based
Official Language Proficiency
  • For Regulated Occupations: Minimum CLB/NCLC level 7
  • For Compulsory Trades: Minimum CLB/NCLC level 6
  • For all other NOC 0, A or B: Minimum CLB/NCLC level 5

Employer Direct Recruitment Pathway

This pathway is for immigrants with job offers from approved Manitoba employers. Following are the requirements of MPNP’s Employer Direct Recruitment Pathway:

Work Experience

  • Minimum of 2 years of work experience in the past 5 years that must be relevant to the job offered

OR

  • In case the work experience is more than 2 years, the relevant experience must be identified by the employer

Additional Employment/Job Offer Requirements

  • Must have long-term and a full-time job offer that meet the province’s employment and wage standards for the occupation
  • The employer has a registered commercial business that is operating for a minimum of three years immediately preceding application
  • Working condition must be consistent with those of a Canadian citizen
  • Position offered must not be home-based, part-time, temporary, seasonal or commission-based

Official languages proficiency

  • For Regulated Occupations: Minimum CLB/NCLC level 7
  • For Compulsory Trades: Minimum CLB/NCLC level 6
  • For all other NOC 0, A or B: Minimum CLB/NCLC level 5
  • For semi-skilled occupations (NOC C or D): Minimum CLB/NCLC 4

Adaptability

  • Must show intent to live in the province

Education

  • Must have post-secondary education and/or training related to the occupation being recruited or identified by the employer. If the position requires licensure or certification, they must apply to the regulatory body to have their skills and qualifications assessed and/or pass an examination
  • For NOC skill type C or D, province reserves right to select individuals with no post-secondary education, provided they have the required training

Age

  • Age of candidate must be between 21-45 years

  • Prospective employers must meet specific eligibility criteria

Skilled Worker Overseas Stream

This stream has a pathway that is in-line with the federal government’s Express Entry program and a direct provincial pathway.

Manitoba Express Entry Pathway

This MPNP’s pathway – Express Entry allows the candidates with an express profile to apply for provincial nomination. For this, they must all the requirements for the Express Entry program and have an Express Entry profile. Following are the requirements:

  • Must have a valid express entry ID and job seeker validation code
  • Minimum of 6 months of work experience in a skilled occupation that is in-demand in the province. This candidate has to submit a career plan.
  • Must have language proficiency for the occupation that is NOC skill level 0 or A of CLB level 7, for NOC skill level B minimum CLB level 6 is required
  • Need to have completed one post-secondary program of minimum duration of one year (Canadian Equivalent)
  • Must show the intent to reside in the province and have a “strong connection” to Manitoba. “Strong connection” means the candidate must have a close friend or family relative living in the province as a Canadian citizen or permanent resident
  • Demonstrate liquid funds equivalent to Low Income Cut-off (LICO) requirements for independent financial resources for 6 month
Human Capital Pathway

This pathway is for skilled immigrants with work experience in one of Manitoba’s in-demand occupations. Following are the minimum requirements to be eligible under this pathway:

  • Candidate must have full-time work experience a minimum of six months in an occupation that is in-demand in the province.
  • Under languages proficiency, the following are the minimum requirements:
    • For Regulated Occupations: Minimum CLB/NCLC level 7
    • For Compulsory Trades: Minimum CLB/NCLC level 6
    • For all other NOC 0, A or B: Minimum CLB/NCLC level 5
    • For semi-skilled occupations (NOC C or D): Minimum CLB/NCLC 4
  • Need to have completed one post-secondary program of minimum duration of one year (Canadian Equivalent).
  • Under Adaptability factor, the candidate can meet any one of the following requirements:
    • Must show intent to reside in the province with a strong connection to the province
    • Previous post-secondary education completed in the province within the past five years
    • Previous work experience in the province in the last five years
  • Demonstrate liquid funds equivalent to Low Income Cut-off (LICO) requirements for independent financial resources for 6 month
  • Minimum of 18 years of age and not more than 45 years.
What is an EOI (Expression of Interest) in MPNP 2020?

Under MPNP’s Skilled Worker Overseas stream, Skilled Workers in Manitoba and International Education stream candidates are required to submit an Expression of Interest (EOI) to MPNP. The candidate profile is then submitted into an EOI pool with the profiles of the other candidates. Each profile is then awarded points based on the answers the candidate provided. MPNP then invites the highest-scoring candidates to submit their application for a provincial nomination through frequently held provincial draws.

International Education Stream

This stream is for international graduates from Manitoba’s educational institutions. There are three pathways under this stream:

Career Employment Pathway

This pathway is for international graduates in science, technology, engineering, and mathematics, or STEM subjects, who want to live in the province as a permanent resident. Following are the minimum requirements:

  • Must have graduated in past 3 years from a designated post-secondary Manitoba educational institution
  • Under language proficiency, minimum requirements are of CLB level 7
  • They need to have a full-time job offer from an eligible employer in an occupation that is in-demand in the province
  • Demonstrate liquid funds equivalent to Low Income Cut-off (LICO) requirements for independent financial resources for 6 month
  • Must show an intention to continue to live in the province that includes the submission of a Career employment plan
Graduate Internship Pathway

This pathway is for the masters and doctorate degree international graduates. Following are the minimum requirements:

  • Must complete a master or doctoral degree program in Manitoba in the last 3 years
  • Minimum requirement of Canadian Language Benchmark (CLB) level 7
  • Must have completed their education (Master or Doctor’s) with a completed Mitac Elevate or Accelerate internship with eligible industry and research enterprise in the province
  • Demonstrate liquid funds equivalent to Low Income Cut-off (LICO) requirements for independent financial resources for 6 month
  • Must be residing in the province at the time of application, must show an intention to continue living in the province and a submission of Career Employment Plan that shows opportunities for a successful career track in the province
Student Entrepreneur Pathway

Manitoba PNP’s Student Entrepreneur Pathway is for international graduates from the province who wants to start a business in Manitoba. Applicants have to meet the terms of a BPA (Business Performance Agreement) before being nominated for permanent residence. Following are the minimum requirements for this pathway:

  • Under Business Experience, a business plan is required as part of the application to the MPNP. Candidate must operate the business as a manager on a daily basis from the province for a minimum of 6 months prior to nomination while on a valid work permit. Business equity must be a minimum 51%.
  • Minimum CLB level 7 (for this pathway only, IELTS – Academic is accepted in addition to other language tests)
  • Must complete a full-time post-secondary program in Manitoba with a minimum duration of five years.
  • Age must be between 21 to 35   years of age
  • Under the adaptability factor, the candidate must:
    • Have a valid work permit or post-graduation work permit (PGWP) at time of application
    • Have continuously lived in the province after graduation
    • Must show intent to live in the province
  • After the application is approved, A BPA must be signed prior MPNP issuing a letter of support for applying for a work permit
Business Investor Stream

This stream under Manitoba Provincial Nominee Program (MPNP) is for experienced and qualified international business investors and entrepreneurs. Under this stream, candidates are first issued a temporary work permit and must have the ability to start or purchase a business in the province within two years of arrival. There are two pathways under this stream:

  • Farm Investor Pathway: It allows immigrants with sufficient experience of running a farm and sufficient capital to run and establish a farm in the province
  • Entrepreneur Pathway: It allows the province to recruit and nominate eligible foreign business owners to purchase or co-own an existing business in the first two years of arrival in the province on the temporary work permit

What are the documents required for Manitoba PNP in 2020?

After knowing the requirements of Manitoba PNP, the next step would be to know the right set of documents to be submitted to MPNP. Following are the list of the documents:

  • Academic educational certificates with an ECA (Education Credential Assessment)
  • Identity proof
  • Valid traveling documents (Passport etc.)
  • Evidence of language proficiency (IELTS score etc.)
  • Proof of funds
  • Police and Health clearance certificates

Candidate can be asked to submit other documents depending on the stream under which the candidate has applied for a provincial nomination through MPNP in 2020.

What is the Manitoba PNP processing time 2020?

MPNP is one of the fastest provincial nomination programs in Canada. Processing time with the provincial office of Manitoba is around 4 months and when the application is assessed by the Federal government also, it can take around 12 to 15 months. There are also some cases of MPNP where the application can take around 20 months to process.
